| Road safety is everybody’s concern! A safety reminder from QCPD-TRAFFIC ENFORCEMENT UNIT | The ultimate responsibility of safe driving under any condition or circumstances falls on the driver; no policy or procedural statements can eliminate that responsibility. Every driver must be prepared to employ defensive driving techniques every time they drive to ensure safety when other motorists do something unexpected, weather or road conditions suddenly deteriorate, mechanical malfunctions occur or if anything else happens that may require evasive actions for the safe operation of the vehicle. DTEU Driving Tips - Prepare your vehicle for the road. Keep headlights, taillights, signal lights, mirrors and windows clean at all times.
- Always wear your seat belt and make sure all your passengers are buckled properly, even on short trips.
- Have a clear head, you should never drive under the influence of alcohol or any drug legal or otherwise that could affect your judgment, reaction time or driving abilities.
- Never drive when you are tired, driver fatigue can be just as deadly as drinking and driving.
- ALWAYS drive defensively and stay alert!
- Pull over to a safe place to use your cell phone.
- Be aware that breaking distances can vary greatly depending on the vehicle, load and conditions.
- Cell phones can be a serious distraction while driving, pay attention to the road. Some jurisdictions now ban the use of cell phones while driving a motor vehicle; if you are in such an area, find a safe place to stop to place your calls.
- PLAN AHEAD Allow yourself plenty of extra time to reach your destination and allow for traffic and adverse weather conditions.
- BE ALERT TO SIGNS OF FATIGUE If you start to feel tired when driving pull over in a safe area and let someone else drive. If you are alone, pull into a safe location such as a well lit rest stop and take a short nap or get out of the car and walk around for a few minutes. Stop as often as necessary. When traveling on long trips, eat light. Large, heavy meals can make you drowsy.

Operating your car in Bad Weather Always use caution and good judgment! When traveling in fog, white outs or other adverse conditions, remember that quick stopping is dangerous, both for you and other vehicles. Taking your foot off the accelerator quickly can have the same effect as sudden braking. Approach intersections, curves, and other places where visibility is limited with extreme caution. Account for wind conditions by reducing speed and being prepared for sudden gusts which could push vehicle into another lane or off the road. If conditions become too hazardous, PARK in a safe location and resume when conditions improve. Poor Visibility - Reduce your speed so you can stop in whatever distance you can see ahead.
- Use your flashers or hazard lights to let others see you.
- Exit highway or pull over well away from traffic lanes if visibility and conditions are too hazardous.
- Remember to use your wipers.
- If snow or ice builds up on your windshield, stop and clean it off.
Wet or Slippery Roads - Remember that the first rainfall in a period of time will leave the roads extremely slippery until road surface is cleaned of the dirt and oils that accumulate.
- Reduce speed on wet or icy road, posted limits are for dry roads.
- To avoid hydroplaning on wet roads, try to drive in the tracks of the vehicle in front of you and watch out for the ruts in the road that may have standing water.
- Avoid standing water, it can hide potholes and flood your brakes.
- Watch for icy patches on bridges and in the shaded areas.
- If you skid, take your foot off the gas and turn in the direction you want the car to go. Do not use the brake.

SA ARAW NG UNDAS AT SA PAGDALAW SA SEMENTERYO, DAPAT TANDAAN; KUNG IIWAN NA WALANG BANTAY SA BAHAY - Ikandado ang lahat ng pinto at bintana; tiyakin na walang dadaanan ang sinuman na may tangkang pumasok at magnakaw.
- Mainam kung may burglar alarm para maalerto ang mga kapitbahay kung may pumasok sa kabahayan.
- Iwasan na mag-iwan ng notes sa labas ng bahay na nagsasabing walang tao sa loob. Mainam din na iwan na bukas ang radyo para kunwari ay may tao sa loob ng bahay.
- Itagubilin sa pinagkakatiwalaang kapitbahay ang iyong bahay at ipaalam din kung kailan kayo babalik.
- Tiyakin na walang naiwan na nakasinding kandila, bukas na electric o gas stove o tumutulong gripo ng tubig at naka plug na appliances.
- Iligpit ang anumang mahalagang bagay o pag-aari sa labas ng bahay na maaring nakawin tulad ng mga damit sa sampayan o bisikleta o sasakyan.
KUNG MAY DALANG SASAKYAN
- Bago bumiyahe, tiyakin na maayos at walang problema ang sasakyan at tandaan ang mga sumusunod:
B- Battery L- Light O- Oil W- Water B- Brakes A- Air G- Gas
- Tiyakin na kumpleto ang dokumento mo sa pagmamaneho at papeles ng sasakyan; kasama ang Insurance Certificate.
- Tiyakin naka safety lock ang mga pinto at bintana lalo na kung may kasamang mga bata sa sasakyan.
- Sa pagmamaneho, tiyakin palaging kontrolado mo ang sasakyan. Iwasan ang one-hand driving o paggamit ng cell-phone habang nagmamaneho. Huwag magmaneho kung nakainom ng alak, nahihilo o inaantok.
- Kung nagmamaneho sa gabi, gamitin ng wasto ang headlight at signal lights. Huwag magmaneho kung malabo ang paningin.
- Hanggang maaari at malapit ang libingang dadalawin ngayong Undas, huwag nang magdala ng sasakyan upang mabawasan ang trapiko lalo na sa paligid ng sementeryo.
KUNG GAGAMIT NG PAMPUBLIKONG SASAKYAN 1. Iwasang magsuot ng mga mamahaling alahas o magdala ng malaking halaga ng salapi. Ingatan ang cell phone, at appliances na malimit dalhin tuwing Undas. 2. Iwasang magdala ng maraming gamit para maiwasan ang pagakawala ng mga ito at para hindi mahirapan sa biyahe. 3. Mainam na maging maaga sa istasyon ng bus/tren, pier at paliparan upang maiawasan ang siksikan at matiyak na maayos ang pwesto ng sasakyan, lalo na para sa mga kababaihan, bata at senior citizen. 4. Kung may napansin na kakaiba tulad ng bagahe o kahon na maaring pinaglagyan ng bomba o kadudadudang pagkilos ng tao sa istasyon, pier, paliparan o sa loob mismo ng bus, tren, barko o eroplano, palihim na ipaalam agad sa kinauukulan. 5. Mag-ingat sa mga mandurukot sa istasyon o sa loob ng sasakyan. May mga nakatalagang mga Police Assistance Post sa bawat istasyon, pier o paliparan na maaaring pagsumbungan. SA LOOB NG SEMENTERYO 1. Magdala ng sapat na pagkain at tubig-inumin. Bawal ang alak at paninda sa loob ng sementeryo. 2. Magdala ng pananggalang sa init o ulan. 3. Bawal ang pagdala ng mga deadly/bladed weapon, mga malalakas na loud speaker at mga gamit pangsugal. 4. Bantayang mabuti ang mga kagamitan na dinala sa puntod. Tiyakin na ang mga kandilang nakasindi ay hindi maglilikha ng sakuna o sunog. 5. Payuhan ang mga kasamang bata na huwag pagala-gala at mag-ingat sa lugar na maraming tao. Kung sila ay nahiwalay, tiyakin na sila ay may ID o papel na sa kanila ay pagkakakilanlan. 6. Panatilihing malinis ang kapaligiran. Magdala ng sariling trash bag na dapat iligpit pagkatapos at itapon sa tamang basurahan. 7. Alamin ang lugar ng First Aid Station at PNP Assistance Booth para sa emergency o police assistance. 8. Kung maglalamay, tiyakin na ang kapaligiran ay ligtas sa krimen at sakuna. Back to Top |

The following are tips that can help you avoid becoming a victim of a crime when you are out and about, or working at your job. By taking a few simple precautions, you can reduce the risk to yourself, and also discourage those who commit crimes. Burglars, robbers, and thieves seek primarily to remove cash or property. Many such intruders are capable of harming people with little provocation, so whether at work, at home, or out on the street, these precautions should be taken. At HomeAlways leave your headlights on when arriving home after dark until you have unlocked the garage door, or unlocked the front door. - When arriving home by private auto or taxi, ask the driver to wait unto you are safely inside.
- Have the door key in your hand so you can open the door immediately when you return home.
If you are a woman alone, list only your first initial and last name on the mailbox, or in the telephone directory. - When moving into a new apartment or residence, ALWAYS have the locks re-keyed, or changed.
Know who is at your door before opening it. Wide angle door viewers (180 degrees or 190 degrees) enable you to identify the visitor. You can see the person, that person can't see you. - Never rely on chain locks. They are a privacy lock, but not a security lock.
- Never dress in front of windows, always close your drapes.
Never let anyone into your home without proper identification. Don't be afraid to ask for identification. Never let strangers into your home to use the telephone. Make the call for them while they wait outside. - Always leave outside lights on after dark, or use motion lights.
- If you receive a wrong number phone call, don't give out your name or phone number.
- If you receive an obscene phone call, hang up and call police.
- In an apartment building, NEVER be alone in the laundry room.
- If you suspect anyone is in your house, do not go in. Go to a neighbor and call the police.
- If you see or hear anything suspicious, call the police.
While You Are Out- Try NOT to go out alone at night. Avoid unfamiliar areas, if possible.
- Don't take shortcuts: don't walk in or near alleys, and don't walk on deserted streets.
Use caution in parking lots, and don't walk in poorly lighted areas, or dark doorways, or near shrubbery. - Don't accept rides from strangers, and don't respond to comments from strangers on the street.
Don't get into an empty elevator with a stranger. If you do ride with another person, stand near the control panel and if attacked, press an many of the control buttons as possible. Don't hitchhike, and if someone suspicious is following you, cross the street and walk into an open business. Watch your surroundings and be alert for suspicious persons, especially around banks, stores, street, and your car or home. - If you are alone at work after business hours, keep the door locked.
- If you work late, ask the security guard or a co-worker to walk you to your car.
When meeting a new friend, exchange phone numbers only, not addresses. On a first date, let family and friends know where you are going. Consider a daytime meeting rather than a night meeting, for a first date, and meet in a public place. - It is never a good idea to go to a nightclub alone, and if you do, provide your own transportation.
Keep your space - Intimate space - 0 to 1.5 feet Personal space - 1.5 to 4 feet Social space - 4 to 12 feet Public space - 12 feet or more Don't allow alcohol or drugs to impair your judgement. If you haven't already set a few social standards, do so and stick to them. Don't allow an overly aggressive pursuer to change your mind.
In Your Automobile- Never pick up hitch hikers.
- Don't park in the dark.
- Never leave your keys in the car.
- Never allow another vehicle to follow you home.
- Have your keys in hand so you can open the car door without delay.
Always keep your car in gear when stopped at a traffic signal or stop sign, so if threatened in any way, you can quickly drive away. - Always check the back seat of your car before getting in.
If you stop to aid others, do not get out of the car. Ask what the problem is, and go to the nearest phone and call the police. - Always lock your doors while driving.
- Always prearrange meeting with anyone so you do not have to wait alone.
Riding The Bus or Trolley- During off hours, ride as near the operator as possible.
- If you are going to be out late, make sure you have cab fare.
- If someone on the bus bothers you, change seats and tell the operator.
- Have your fare or pass ready in hand when boarding the bus.
- At NIGHT, avoid dark and isolated intersections or stops.
- Look around when getting off the bus or trolley, and be aware of people around you.
If You Are Attacked- Use common sense. Try to talk your way out of it.
- Try to negotiate.
- Stall for time.
- Be verbally assertive.
Distract or divert the assailant, then flee. Run toward an open business or a group of people. Hide if you get the opportunity. - Scream loudly, and keep it up to attract attention and help from people near by.
If the attacker threatens you with a deadly weapon, and you come out of it alive, you took the proper course of action. During an armed attack, you must decide the proper course of action. There is no hard and fast rule as to self defense. You must consider your physical capabilities, your location, and your perceived chances of success. If you cannot escape, bide your time and look for another opportunity, a half-hearted attempt could be worse than no attempt at all. Notify the police immediately, when you get the opportunity, and if there are witnesses, ask them to stay until police arrive. It is not advisable to carry guns, clubs, knives, or chemical sprays. It is illegal to carry some of these weapons, and they could be used against you. It is advisable not to carry weapons. And finally, if a crime occurs, report it. When you report a crime and all the facts about it, it helps the police to assign officers in the places where crimes are occurring or where they are most likely to occur. If you don't report a crime, this allows the criminal to operate without interference. Tell the police what you know. No fact is too trivial.
Purse Protection- If at all possible, don't carry a purse.
When possible, carry your wallet, keys, and other valuables on your person, or in an inside pocket, or other suitable place, rather than your purse. Your purse should be used to carry brushes, combs, make-up, etc. Credit cards and checks should be carried instead of cash. Maintain a record of the account numbers at home. Practice carrying only the cards you will be using. - Carry a shoulder bag securely between your arm and body away from traffic.
- If you are wearing a coat, carry a purse worn over the shoulder, but under the coat.
Watch your surroundings. Be alert for suspicious persons especially around banks, stores, streets, and your home. At night, stay in well-lighted areas and avoid walking close to shrubbery, dark doorways, or other places of concealment. Practice the "buddy system", and shop with a friend when possible. When walking in twos, place your purse between you and your friend. Carry a clutch bag unsnapped and upside down between your arm and body with any valuables in the zippered compartment. If someone attempts to steal your purse, loosen your grip, thus allowing the contents to fall to the ground. - Consider "fanny packs" whenever possible.
If you are attacked, don't struggle. Your purse can easily be replaced; you can't be. If there is a witness, ask that person to stay until police arrive. - Notify police immediately after an attack.

- Do not accept drinks from anyone if you did not see them prepared.
- Do not leave your drink unattended for any period of time.
- Always inform a family member of friend of your whereabouts.
- When entering a bar of club, always know where emergency exits are located in case of a fire or other emergencies.
- Be familiar with your surroundings (street names, landmarks, etc.) this specific information will be needed to locate you.
- Do not drink and drive or accept a ride from anyone who has been drinking.
- Designate a driver who will not drink.
- Do not leave your bag unattended.
- Arrange a buddy system with a friend and always watch after each other.
- Never leave a bar or club with a stranger.
- Carry a cell phone. When possible, call for help if you are being harassed.
- Always carry enough money for a taxi.
