Quezon City Police District investigators called to the scene found a dead body beside an SUV at the corner of Cordillera and Catalina Streets, in Barangay St. Peter in Quezon City, at about 11:00 p.m. last night, December 7.

The bloodied body, with two gunshot wounds in the back, was sprawled in the gutter beside the open driver's door of a beige Ford Explorer Sport Utility Vehicle (SUV) bearing plate number XPC-817, whose windshields and windows had been shattered by gunfire.

QCPD Director, Police Superintendent ELMO SAN DIEGO, who arrived at the crime scene, said that the dead man was identified as Redentor E Fajardo, 39, of 165 L-M Guerrero St., Subic, Baliuag, Bulacan.

SAN DIEGO said, "We established his identity from his driver's license, his firearm license, and his permit to carry his firearm outside his residence, which were found on his body."

SAN DIEGO added that the victim had apparently been shot by the owner of the vehicle, which the victim and a cohort had reportedly earlier taken from the owner at gunpoint.

Investigation showed that the vehicle owner, Jeffrey C Atanacio, 38, single, of 46 Catalina St, Barabgay St Peter, QC, together with a friend Ma. Teresa Orlino, and her two children, arrived home from SM North EDSA at about  10:30 p.m. As he alighted to open the gate, two armed men held him at gunpoint and ordered the woman and her children to get off the vehicle.

The woman companion managed to surreptitiously bring Atanacio's clutch bag with her as she got out. The clutch bag contained Atanacio's caliber .40 handgun. With it, Atanacio fired at the carnap suspects fleeing in his vehicle.

The vehicle hit a post and crashed and one of the carnappers got out from the passenger side and returned fire before fleeing in a waiting getaway vehicle.

Police recovered the fully loaded 9mm Taurus pistol of the slain suspected carnapper, with serial number TUD45514, together with two other fully loaded magazines and other personal effects from the floor of the SUV.

SAN DIEGO said, they will look into why a suspected carnapper sported a licensed firearm with a permit to carry it outside his residence.

The 9mm Beretta Pietro pistol with serial number PG1510Z recovered from one of three slain suspects who engaged Quezon City policemen in a shootout past midnight last December 4, was the service firearm issued to PO3 Antonio Ataylar, Jr of the Lapinig Police Station in Northern Samar, who was shot and killed by six highway holduppers in Samar.

This was confirmed by the Quezon City Police Distrcit after verification with the Philippine National Police Directorate for Logistics at National Headquarters in Camp Crame.

PO3 Ataylar was shot in Barangay Cabacungan, Sta Rita, Samar at about 3:15 a.m. of November 14, 2009 while on board a mini-bus bound for Borongan, Eastern Samar, which was waylaid by six highway robbers. his gun was missing from the crime scene. Another policeman was also killed in that incident.

How his gun turned up in the hands of one of the three gunmen killed in a shootout with the QCPD past midnight last December 4 at the entrance of the traffic tunnel under Commonwealth Avenue leading to the Batasan indicates a definite link between the two incidents in Quezon City and Samar.

The three slain suspects, riding an Isuzu Crosswind van with plate number XLE-5321, only one of whom was identified as a certain Andrew, alias Polkat, fired on pursuing QCPD operatives who wanted them for the killing of three teenagers killed the previous day. Polkat was identified by witness as seen carrying the body of one of the boys into a tricycle.

Aside from PO3 Ataylar's pistol, the policemen recovered two caliber .38 revolvers, one a snub-nosed Smith & wesson with erased serial number, and Colt, SN23772, after the shoot out. The ownership of the van used has not yet been released by the Land Transportation Office.

What is alarming, according to the police, is not only that the criminals involved appear to operate in  Samar and Metro Manila, but that they  seem to be recruiting minors into their criminal activities.

Police investigation revelas that the slain youths, Efren Cabacunga, 15, who was shot in the head; Alvino Crisostomo, 15 and Vincent Mahilum, 14; who both were stabbed to death, appear to have been silenced for knowing too much about the robbery gang's operations, after being utilized by the gang.

The youths' parents claimed that the three were seen together before their bodies were later discovered in separate places.

The possibility of minors from depressed areas being recruited into robbery and other gangs could be a new criminal imodus operandi to take advantage of Republic Act 9344 which exempts youth 15 years and below from criminal prosecution.

Hence, QCPD officials have issued a public warning for parents and barangay officials to be on the alert for this.

The Quezon City Police District conducted a dialogue with leaders and members of its Muslim communities at Camp Karingal, Wednesday afternoon, December 2, to thresh out the implications of the Ampatuan Massacre on the local peace and order situation.

Leaders of the Muslim communities in Culiat, Novaliches, Cubao, Batasan and Payatas, assured Police Chief Superintendent ELMO SAN DIEGO, QCPD director, that their communities will remain peaceful and unaffected by the recent events in Maguindanao province.

Retired General Jamee RM Jaymalin, Al-Hadj, Executive Director of the QC Muslim Consultative Committee with Imams and Muslim Community Leaders, assured San Diego and his top officers that the QC Muslim community is peace-loving and will fully support and cooperate with the QCPD on all matters relating to peace and order and the welfare of their communities.

The group gave firm assurance that rido, or the blood fued between warring Muslim families will never occur in Quezon City because they have no personal or familial interest or connections with what is happening in Mindanao. Moreover, they explained that "rido" is often the offshoot of financial and logistical considerations of which they are far removed.

They, however, warned of the possible migration to Manila of Muslims involved in the massacre posing a refugees from the conflict, and urged the police to heighten their watch at the piers and airport.

San Diego thanked the Muslim for taking time to sit down with the police, thresh out mutual concerns and assure each other of mutual respect and cooperation.

The Quezon City Police District under Chief Superintendent ELMO SAN DIEGO again launched "Operation Pakitang Gilas" in Quezon City recently.

The operation involves fielding uniformed personnel assigned to administrative duties at district headquarters in Camp Karingal to strategic anti-crime locations for street patrol and police visibility operations.

This time, 72 uniformed officers who normally hold office from 8 a.m. to 5 p. m. at Camp Karingal, are obliged to man patrol, check or choke points in the city from 5:00 to 8:00 p.m., to augment regular patrol personnel as a preventive measure against an increase in crime incidents due to the starting Christmas Season.

The officers, ranging from lowly PO1s to inspectors (lieutenants) render these extra hours gladly and willing. PO1 Joey Belgica said, "Every policeman is a police-community relations officer, so, we gladly render these extra hours in line with this commitment. However, we are also happy that we have the opportunity, not only to augment the regular patrol force and keep QC safe, but also to keep our police skills sharp, which office duty can make dull."

San Diego said that "Operation Pakitang Gilas" serves three purposes. It augments the regular street patrol force during critical periods, it increases the visibility of uniformed policemen to deter crime, and is also a personnel training and morale-boosting module.

Quezon City Police District chief, POLICE Chief Superintendent MAGTANGGOL B Gatdula reported to  NCRPO chief, Director Leopoldo N Bataoil that 39 out of 101 newly-inducted police officers, who were assigned to the district for on-the-job training by the National Capital Region Police Office (NCRPO), failed to pass the training.

The 101 newly-minted police officers, part of FTP Class 2008-01 “Sinaglahi,” underwent on-the-job training with the Quezon City Police District for seven months, from June 16, 2008 to January 17, 2009,

Unfortunately, 39 of these new policemen failed to pass QCPD standards for acceptance. The 39 on-the-job trainees were rated deficient after taking the written General Knowledge Examination conducted on January 15, 2009; and also the Physical Fitness Test given on January 14, 2009.

Of the 39 failures, 29 failed to pass due to failure to attain passing grades in either written or physical fitness tests, failure to take the tests and failure to make any effort to take the tests on another date; while 10 others were disqualified for cheating in the written exams.

Gatdula reported that, “the most significant negative trait observed in the deficient trainees is their wrong attitude toward the regimented life of police service, considering their inability to follow simple and straight forward instructions like, ‘Report on this day for FPT,’ or ‘Do not glance at the answer sheet of your seatmate,’ even in the presence of sternly watchful training officers. So, how can they follow more sensitive orders like, ‘Wag kang mangotong?’ Transformation should be instilled into their systems from the very beginning.”

The 39 who failed are PO1s:

    Dela Rosa Bernardino L

    Ballesteros Julis M

    Bunsay Jefrey G

    Pinas Jonardo J

    Posada Marco B

    Pasta Christian P

    Potoy Elmer S

QCPD adheres to the Transformation Program of the PNP believing that it should start from the grassroots. Gatdula stressed that QCPD’s performance standards are maintained at the highest levels to ensure the utmost in police service in its area of operations.

PCSupt Gatdula said policemen were conducting ‘Oplan Sita’ along P. Tuazon Blvd. cor 15th Avenue in Cubao Quezon City and noticed a speeding Toyota FX (TPD 992) while approaching the checkpoint with its headlights shut off.

Upon reaching P. Tuazon Blvd. cor 8th Avenue, in Cubao and sensing that policemen run after them, the two suspects alighted from the vehicle and scampered to unknown direction abandoning the carnapped vehicle.

Quezon City Police District (QCPD) Director PCSupt Magtanggol B Gatdula commends two of his policemen assigned at Cubao Police Station (PS-7) for their exemplary display of honesty while in actual duty.

PCSupt Gatdula said SPO2 Roger Trinidad and SPO2 Eljeric Nicolas were on routine patrol along Cambridge near cor. New York Street in E. Rodriguez, Cubao Quezon City at about 1:45 PM on January 26, 2008 when they spotted a lady’s wallet.

Police checked the wallet for any identification of its owner but there was none except for one cellphone SIM card.

The wallet also contained Php12, 500.00 and US$100 which prompted the policemen to exert effort to locate its rightful owner by inserting the SIM card to one of the cellular phones of the policemen.

The police were able to trace its rightful owner by texting a few numbers registered in the SIM card. It happened to be the owner’s child who received the text message and subsequently informed her mother about her lost wallet.

Cubao Police Station Commander PSupt Edgardo Pamittan then instructed the owner to personally appear and coordinate with them and bring along proper identification to prove claim of the wallet.

Police later identified the owner as Miriam Merano, 36, from B-14, L12, Victoria Homes DB II, San Mateo, Rizal.

Merano, said she was driving her motorcycle from Marikina to Quezon City when she passed by along Cambridge Street supposed to gas-up in New York Street when her wallet fell out off her jacket without noticing it.

"Nagpapasalamat ako sa mga pulis ng Quezon City sa pagkakabalik ng aking wallet at sana ay dumami pa ang mga katulad nila", Merano was quoted saying with smiles in her face.

With its operation in full swing, Quezon City Police District (QCPD) Director PCSupt Magtanggol B Gatdula called on the public to visit its official website at www.qcpd.net.

PCSupt Gatdula said we encourage the general public to access QCPD’s website and find for themselves useful and helpful information or acquaint themselves of service guides, avail downloadable forms and other online service apart from being informed on the administrative and operational accomplishments of their policemen.

Similarly, the public is enjoined to register at and participate in the QCPD Blog Site and post comments, complaints against abusive cops or PNP personnel. Through this, we hope to extend better assistance to the community.     Suggestions are also welcomed in the blog site or even at the on-line help desk that would further enhance police-community service, Gatdula said.

Perhaps, the first District in the entire NCRPO to go on ‘paperless communication’ through internet access, it can be recalled that QCPD launched its official website sometime in January of 2008 aimed at reducing consumption of office supplies.

Information Technology (IT) officers led by PSI Ma. Regina Fider conduct regular training for website administrators from every unit and offices and down to the eleven police stations to keep abreast on working thru ‘paperless communication’ which now pays off, added the newly promoted District Director.

Quezon City Police District Director PCSupt Magtanggol B Gatdula said that human error is leading cause of road accidents in Quezon City as shown in statistics of road accidents for the year 2008.

Traffic investigators identify drivers’ mistakes to be main cause of road related vehicular accidents compared with other factors such as engine malfunction, bad weather condition or poor road condition,

“Avoiding human errors particularly on the part of drivers is certainly one of the safest ways to arrive safe and sound to our destination. We have noted several vehicular accidents in the past and investigation showed that drivers’ error are most likely its cause that results either in damage to properties or even lose of lives and limbs,” Gatdula said.

PSupt Rudy Valoria Chief of the Quezon City District Traffic Enforcement Unit (QCDTEU) said human errors may include inattentive driving such as using cellphones while driving, eating or even conversing while driving.

“Ang pagkahati ng atensiyon ng isang nagmamaneho tulad lamang ng pag-tetext o paggamit ng cellphone ay nagiging sanhi ng mga aksidente sa kakalsadaan,” PSupt Valoria was quoted saying. Driving too close or too fast beyond speed limit is also dangerous.

Every driver must practice defensive driving and observe road discipline to refrain from accidents, Valoria added.
