Efren Penaflorida, the Filipino CNN Hero, was the guest of honor at the traditional Monday flag raising ceremonies of the Quezon City Police District at its headquarters in Camp Karingal last December 7, 2009. 

          Penaflorida, a Cavite school teacher, hailed world-wide for his heroic, single-handed efforts to uplift underpriviledged children from the morass of ignorance and poverty through his "kariton" library and classroom, which has recently been adopted in other countries, will address the policemen in massed parade formation.

          Police Chief Superintendent ELMO SAN DIEGO said, "during the ceremonies, Efren will launch his 'Kariton ni Efren sa QCPD'. Guests from the Department of Education and 100 students from different schools in Quezon City will grace the ceremonies and witness the launching."

          "Kariton ni efren sa QCPD" is QCPD's contribution to the fight against illiteracy and poverty among the youth in the socio-educationally deprived areas of the city.

           San Diego added that with QCPD's lead, it is hoped that other entities and organizations will follow in supporting penaflorida's initiative or similar undertakings, since ignorance is the root cause of poverty, and poverty leads to crime.
